The current COBRA laws say that a person is not eligible for COBRA insurance if they were "terminated for gross misconduct," but the exact definition of "gross misconduct" has never been tested in court. As a result, an individual who has been fired (as opposed to laid off) is eligible for COBRA insurance, assuming all of the other qualifications for eligibility have been satisfied.

Shorter answer: if you've been fired, you can still get COBRA.
